Budget concerns: All major construction projects of the Martin County School District - including the plans to build a new administration center - are temporarily put on hold by the school board. The district is facing a tight budget, and decided to delay spending $25 million for several projects. 'Hope Scholarship': Bullied and abused public school students could be eligible next year for a new school choice program being proposed by Florida House Republicans. Under the program, dubbed the "Hope Scholarship," those students could apply for a transfer to a different public school or for a state scholarship to attend a private school. Nearly 47,000 incidents of bullying, hazing or abuse are reported each year in Florida schools, and most involve violence. The legislation has not yet been written, but House Speaker Richard Corcoran, R-Land O'Lakes, says the scholarship could be set up like the tax credit scholarship program, which provides scholarships for more than 100,000 low-income students to attend private schools. Enrollment uncertainty: Legislators say the effects of the hurricane season are causing uncertainty in estimating K-12 enrollment for the next school year. Officials were working off an estimate of an additional 26,764 students for the 2018-2019 school year, but that was before several hurricanes swept through the islands and displaced thousands. “If you have more students (than the estimate), you spread it thinner,” says Sen. Bill Montford, D-Tallahassee, talking about the school funding formula. “If you have less students, you don't get the money.” So far, 12 districts and 19 charter schools are asking the state to delay the usual timetable for counting school enrollment, which is typically this week. Local education agencies: Two charter school companies in Florida are applying to the state to be designated as local education agencies, which would allow them to directly receive federal funding for teacher training, supporting low-income students or helping children with special needs, and gives also them greater control over how they use the money. Somerset Academy, which recently took over the Jefferson County School District, and the United Cerebral Palsy schools, which serve special needs students in central Florida, want to join two other state charter school networks in getting the designation. redefinED.
Districts cutting back: The Lee County School District's budget for next year calls for the elimination of about 55 jobs. Superintendent Greg Adkins says higher enrollment and stagnant funding, among other things, are forcing the district to tighten spending. Fort Myers News-Press. Hillsborough County School Board members begin consideration of a consultant's report that recommends the district shed more than 1,700 jobs. Teacher pay: Florida lags behind other states in pay for early childhood teachers, according to a report from the U.S. Department of Education. The state’s child care and preschool teachers earn median salaries of $19,820 and $24,240, respectively, and many live below the poverty line. Politico Florida. AMIKids lost its contract with the Pasco County School District to teach 120 students with behavioral issues, and now its teachers are learning that they won't be paid the rest of the money they earned. Most teachers will lose almost $4,000, even though AMIKids received all its money from the district and other sources. "The money should be there," says teacher Christa Howell. Charter contracts: The former Newpoint Pinellas High gets a one-year extension of its charter from the Pinellas County School Board. The school will change its name to Pinellas Westcoast Academy High School, as it separates itself from its former operator, Newpoint Education Partners. Football contact: The Florida High School Athletic Association is adopting guidelines to limit contact in high school football practices to 30 minutes a day during the season, and just 80 minutes a week, in an attempt to reduce the risk of injuries. Teacher bonuses: The Florida Department of Education is touting the state's Best and Brightest Teacher Scholarship Program as a recruiting tool for districts. The teacher bonus plan pays up to $10,000 to new teachers who had high SAT or ACT scores. Last year 5,332 teachers qualified, and each received $8,256. Orlando Sentinel.
Opting out: Some parents who are opting their children out of the state's standardized testing are citing 1920s-era Supreme Court decisions, known as Meyer and Pierce, as legal authority. School absences: Suspensions are down nearly 20 percent in U.S. schools, but about 10 percent of students miss at least three full weeks of school, according to a report from the U.S. Department of Education. The report also suggests that sharp disparities remain between the ways black and white students are disciplined in schools and what types of advanced coursework are offered to black and Latino high school students. Bathroom rules: Eleven states are suing the Obama administration over its letter urging school districts to allow transgender students to use the bathroom that conforms to their gender identity or risk losing federal funds. Florida declined to join them, according to a spokesperson for Attorney General Pam Bondi. Gov. Rick Scott says the state is still reviewing the directive, which he says "looks just like blackmail." Opt-outs face retention: About 30 third-graders in Manatee County who opted out of Florida Standards Assessments testing and refused to take a state-approved equivalency test are in danger of not being promoted to fourth grade. No wider book ban: A ban of a book at Pasco Middle School will not extend to other schools in the district, according to School Superintendent Kurt Browning. Suit will continue: The statewide teachers union will press on with its court challenge of Florida's Tax Credit Scholarship Program, even after a judge ruled this week in a separate lawsuit that the state has fulfilled its constitutional mandate to provide a quality education for all public school students. The union claims the tax-credit scholarship program violates the Florida constitution by taking money away from public schools. The suit was thrown out, but the union appealed. Lawsuit dismissed: Florida has not failed to fulfill its constitutional mandate to provide a quality education for all public school students, a circuit court judge has ruled. Judge George Reynolds III dismissed the suit brought by Citizens for Strong Schools and others against the State Department of Education and legislative leaders. The plaintiffs charged that the state's racial achievement gap, emphasis on testing and lack of adequate funding kept the state from satisfying the terms of a 1998 constitutional amendment. Reynolds disagreed. "The weight of the evidence shows that the state has made education a top priority both in terms of implementation of research-based education policies and reforms, as well as education funding," he wrote.
